GPSR in Finland: What PrestaShop Sellers Must Do
GPSRSelling to customers in Finland brings your PrestaShop store within the scope of the General Product Safety Regulation (GPSR). The GPSR is Regulation (EU) 2023/988 and has applied across the European Union since 13 December 2024. Being a Regulation, it applies directly in Finland, with the same rules as elsewhere in the Union and no separate national law needed to bring it into force. What is national is enforcement, and in Finland that involves the product-safety authority applying the rules in Finnish and Swedish. This guide sets out what the GPSR expects of an online seller and how a Finland-facing shop can prepare.
The GPSR is the EU’s baseline safety framework for consumer goods that fall outside more specific product legislation, resting on the principle that only safe products may be placed on the market. Our complete GPSR guide covers the framework in more detail.
You need an EU responsible person
A key requirement for online sellers is that every product has an economic operator established in the EU responsible for its safety. If your business is in the EU, you may already meet this yourself. If you are outside the EU, a product cannot be placed on the market unless there is an EU-based responsible person — a manufacturer, importer, authorised representative or fulfilment service provider — who can be identified and contacted.
For a Finland-facing shop, this means confirming that each listing is covered by a responsible person somewhere in the EU. That person can be based in any Member State, not necessarily Finland.
Information you must show on listings
Article 19 of the GPSR sets out the information a customer must see on an online listing before purchase. Your PrestaShop product pages should therefore include:
- the manufacturer’s name, registered trade name or trade mark, with a postal and electronic contact address;
- where the manufacturer is outside the EU, the name and contact details of the EU responsible person;
- information identifying the product, such as a type, batch or serial number or a picture;
- any warnings or safety information the product requires, in Finnish and Swedish for Finnish customers.
Language matters
Warnings, safety information and instructions must be given in a language the consumer can easily understand. Finland has two national languages, Finnish and Swedish, and safety-critical content is commonly expected in both. Even where the rest of a listing is in another language, this content should be available so a buyer in Finland can use the product safely.
Enforcement in Finland
Market surveillance is handled nationally. In Finland, general consumer product safety is overseen by Tukes, the Finnish Safety and Chemicals Agency, working alongside the Finnish Competition and Consumer Authority (KKV) on consumer matters. Tukes can inspect products, request information and order corrective measures where a product is unsafe. Dangerous products found anywhere in the EU may be reported through the EU-wide Safety Gate rapid alert system, which national authorities contribute to and monitor. What Finland-facing sellers can do now
- Make sure each product has an EU-established responsible person and keep their details on file.
- Add the Article 19 information to your PrestaShop listings so it shows before purchase.
- Provide warnings and safety instructions in Finnish and Swedish for Finnish customers.
- Retain traceability and technical records so you can respond to Tukes if asked.
Treat product safety as a continuing responsibility, since suppliers and product ranges keep changing.
