What Is Tukes, Finland’s Product-Safety Authority?

Tukes is the Finnish Safety and Chemicals Agency, one of Finland’s main market surveillance authorities for consumer product safety. It helps enforce the General Product Safety Regulation (GPSR), Regulation (EU) 2023/988, which has applied directly across the EU since 13 December 2024. Tukes oversees how the rules are met on products offered to Finnish consumers.

What Tukes does

As a market surveillance authority, Tukes can inspect products on the Finnish market, request information and documentation from sellers and economic operators, and order corrective measures where a product is unsafe. Depending on the risk, this can mean requiring changes, restricting sales, or arranging the withdrawal or recall of a dangerous product.

Working alongside KKV

On consumer matters, Tukes works alongside the Finnish Competition and Consumer Authority (KKV). Together they cover product safety and broader consumer protection, so a Finland-facing seller may encounter more than one authority depending on the issue.

Connected to the Safety Gate

Finland also takes part in the EU-wide Safety Gate rapid alert system. When a dangerous product is found in Finland, an alert can be raised; when one is reported elsewhere in the EU, Finnish authorities can act on it. A product flagged in another Member State may therefore still draw attention in Finland.
