How Is the 30-Day Price Rule Enforced in Romania?

In short: in Romania the Omnibus 30-day lowest-price rule is enforced by ANPC, the national consumer-protection authority, under Romanian law that transposes the EU Omnibus Directive (Directive (EU) 2019/2161, applicable since 28 May 2022). The rule requires that the reference price behind any discount be the lowest price applied to the product in the 30 days before the reduction.

ANPC supervises how businesses present offers to consumers, including price-reduction announcements. In practice, that means a discount claim should be honest against the item’s recent price history rather than against an inflated “was” price. Because the rule is qualitative in its national application, the safest approach is to keep clear records showing the prior low price that supports each reduction.

What sellers should do

• Set every “before” price as the lowest price applied in the prior 30 days.
• Retain a price-history log so a claim can be justified if questioned.
