Does ANPC Enforce GPSR in Romania?

In short: yes. The GPSR — the EU General Product Safety Regulation (EU) 2023/988 — is enforced through national market-surveillance authorities, and in Romania the ANPC is the authority associated with consumer protection and product safety. The ANPC is the National Authority for Consumer Protection (Autoritatea Națională pentru Protecția Consumatorilor), the body Romanian consumers already turn to.

Why the ANPC?

The GPSR has applied across the EU since 13 December 2024 and, as a Regulation, takes effect directly in Romania. The rules are set at EU level, but enforcement is national. Romania channels consumer-protection and product-safety oversight through the ANPC, which makes it the natural point of contact for GPSR matters affecting goods sold into the Romanian market.

What This Means for PrestaShop Sellers

If you ship to Romanian consumers, you should assume Romanian product-safety oversight applies to your listings. In practice that means ensuring your products are safe, that an EU responsible person is identified for non-EU goods, that your listings carry the Article 19 information, and that safety warnings and instructions are available in Romanian.

Bear in mind that unsafe products can be shared between EU authorities through the Safety Gate rapid alert system, so an issue elsewhere in the Union can reach Romania. The exact procedures, priorities and actions are for the authority to decide, so treat this as a qualitative overview.
