PPWR in Portugal: Packaging Rules for Online Sellers

Selling into Portugal brings the Packaging and Packaging Waste Regulation (EU) 2025/40 (PPWR) into play whenever you ship packaged goods. As an EU regulation it is directly applicable across the Union — the core rules do not vary by country — and it generally applies from 12 August 2026, with many obligations phasing in later.

For online sellers the crucial nuance is that the harmonised rules sit on top of national extended producer responsibility (EPR): you register and report packaging per Member State. Who is caught by the rules

The PPWR reaches anyone placing packaged goods on the market. For an e-commerce store that means the shipping box, the void fill, the tape, the labels and any inner wrapping. If you send parcels to Portuguese customers, you are handling packaging within the Regulation’s scope, whether or not packaging is your product.

Packaging minimisation and the empty-space limit

One of the most relevant PPWR themes for online sellers is packaging minimisation. The Regulation pushes against excessive packaging and, for grouped, transport and e-commerce packaging, works towards an empty-space limit of around 50%. A small item rattling around inside a large box is exactly the practice being discouraged.

Right-sizing your packaging to what you actually ship is the practical response — it reduces void fill and shipping volume as well as aligning with the direction of the rules.

How EPR works in Portugal: Sociedade Ponto Verde

Portugal organises packaging EPR through a licensed management system, the best-known of which is Sociedade Ponto Verde. Producers who place packaging on the Portuguese market transfer their packaging-waste responsibilities to such a system, declaring the packaging they place on the market and paying contributions that fund selective collection and recycling — the familiar “green dot” arrangement.

If you place packaged goods on the Portuguese market, you generally need to be registered and to have your packaging covered by a licensed system before selling. This national step is what discharges your Portuguese EPR obligations; the EU-wide PPWR does not remove it.

The Portuguese system works in Portuguese

The Portuguese packaging management systems operate in Portuguese. For an international seller that means the registration, declarations and correspondence are conducted in the language, which is worth planning for if your team does not routinely work in Portuguese.

Registration is national, even under an EU regulation

Because the PPWR is directly applicable, sellers sometimes expect a single EU-wide registration. There is none. The Regulation harmonises the rules, but the licensed systems and registers remain per Member State. Cover through a Portuguese system such as Sociedade Ponto Verde covers Portugal; other markets still require their own national arrangements.

  • Remember Portuguese registration does not cover other markets — each needs its own.
