GPSR in Latvia: What PrestaShop Sellers Must Do
GPSRIf you run a PrestaShop store and sell to consumers in Latvia, the EU General Product Safety Regulation — Regulation (EU) 2023/988, or GPSR — applies to you. The GPSR has applied across the European Union since 13 December 2024. As an EU Regulation it takes effect directly in Latvia without national transposition, so the substantive rules are the same as in every other Member State. This guide explains those rules and how they land in the Latvian market.
What the GPSR Requires
At its heart the GPSR requires that consumer products placed on the EU market be safe. It modernises the earlier product-safety regime to account for online sales, goods imported from outside the Union, and evolving product risks. Because the rules are common across the EU, satisfying them for the Latvian market broadly aligns you with the requirements everywhere else you sell.
One pillar of the Regulation is the need for a responsible economic operator established in the EU. When the goods you sell are manufactured outside the Union, an EU-based responsible person — a manufacturer, importer, authorised representative or fulfilment service provider — must be identifiable and their details must accompany the product. If no such operator exists, the product should not be placed on the market.
Online Listing Information (Article 19)
Article 19 is the provision PrestaShop sellers meet most directly. It requires that when a product is offered online, the listing carries the safety information a consumer needs before buying. For your store, that means product pages designed to display this information reliably on every item.
- The name, registered trade name or trade mark of the manufacturer, along with a postal and electronic address.
- Where the manufacturer sits outside the EU, the details of the responsible person established in the Union.
- Information identifying the product, such as an image, the type and any batch or serial number.
- Any warnings or safety information that must accompany the product by law.
Enforcement in Latvia: PTAC
The GPSR is enforced through national market-surveillance authorities, and in Latvia that role sits with the PTAC — the Consumer Rights Protection Centre (Patērētāju tiesību aizsardzības centrs). The PTAC is Latvia’s established consumer-protection body, and it is the authority most likely to review product-safety matters for goods sold into the Latvian market. Exact procedures and priorities are for the authority to set, so treat this as a qualitative picture rather than a fixed checklist.
As across the Union, unsafe products can be shared between authorities through the EU Safety Gate rapid alert system, so a concern raised in one Member State can become relevant in Latvia too.
Language: Latvian
The GPSR expects safety information, warnings and instructions to reach consumers in a language they can easily understand. For the Latvian market that means Latvian. If your PrestaShop store operates primarily in another language, plan for Latvian-language warnings, instructions and safety notices on products destined for Latvian buyers, rather than translating after the fact.
Practical Steps for PrestaShop Sellers
- Confirm every product has an identified EU responsible person, especially for goods made outside the EU.
- Audit your product templates so Article 19 information appears consistently across all listings.
- Provide safety warnings and instructions in Latvian for products sold to Latvian consumers.
- Keep traceability records so you can respond quickly if a safety concern is raised.
- Prepare a process for handling any contact from the PTAC or reacting to Safety Gate alerts.
