Who Handles Packaging EPR in Slovenia?

In Slovenia, packaging extended producer responsibility (EPR) is handled through producer responsibility organisations (PROs). Although the PPWR — Regulation (EU) 2025/40 — is directly applicable across the EU, the EPR side is organised nationally, and Slovenian producers typically meet their obligations by working through a PRO. Slopak is a long-established example, operating alongside other organisations.

How PROs Work

A producer responsibility organisation pools the collection and recycling obligations of its members. Instead of each producer arranging waste management independently, they join a PRO that coordinates the shared side of the scheme and channels reporting on the packaging placed on the market. The precise procedures, fees and thresholds are matters for the national scheme and the individual PRO, so this is a qualitative picture rather than a fixed set of steps.
