Spain administers this through a national register, documented in Spanish. Because environmental competence is devolved to the autonomous communities, producers can also meet regional obligations depending on where and how they operate.

Does it cover products with batteries?

Yes. Anyone selling batteries, or products containing them, is affected. A wireless keyboard, a rechargeable torch, a smart scale: if a battery is inside, the registration duty can reach you.
