What Is TTJA, Estonia’s Consumer & Regulatory Authority?

Why It Combines Two Roles
Estonia merged consumer protection with technical regulatory functions into a single authority. In practice this means product safety, consumer rights and various technical oversight areas are handled by one organisation. For the GPSR, the relevant point is that the TTJA is the authority most likely to review whether products sold to Estonian consumers meet the Regulation’s general safety obligation. Its precise procedures and priorities are for the authority to determine, so this is a qualitative picture rather than a fixed set of steps.
