Does the EAA Apply to Romanian Webshops?
Accessibility (EAA)In most cases, yes. The European Accessibility Act (EAA), Directive (EU) 2019/882, covers consumer-facing e-commerce, and it has applied since 28 June 2025. As a Directive it binds you through Romania’s national transposition rather than directly, but the effect is the same: a webshop selling to Romanian consumers is generally expected to be accessible.
When it started
The Act has applied since 28 June 2025. Romania transposed it into national law, in Romanian, and Romanian authorities enforce it. So the relevant rules for you are the Romanian version of the Act.
The microenterprise exemption
There is one important carve-out. A microenterprise providing services — fewer than ten staff and an annual turnover or balance sheet total not exceeding €2 million — is exempt from the service obligations, e-commerce included. If your business is below both thresholds, the Act’s duties may not apply to your shop.
If you are above either threshold, the exemption does not apply and you should plan to meet the standard, which in practice is WCAG 2.1 AA.
What compliance looks like
- Contrast of at least 4.5:1 for normal text.
- Full keyboard navigation.
- Labelled checkout forms.
- Alt text on product images.
Even if you qualify for the exemption, accessibility widens your audience and is worth pursuing.
