Do I Register With Fost Plus to Sell to Belgium?

In most cases, yes. Belgium organises packaging extended producer responsibility (EPR) through national schemes, and for the household packaging that e-commerce parcels usually represent, the relevant scheme is Fost Plus. The Packaging and Packaging Waste Regulation (EU) 2025/40 (PPWR) sets the EU-wide framework, but registration and reporting remain national — so for Belgium it is the Belgian schemes that apply.

Household versus industrial packaging

Belgium splits packaging EPR by type. The distinction matters because it determines which scheme you join:

• Fost Plus covers household packaging — the packaging that reaches consumers, which is most e-commerce shipping.
• VAL-I-PAC covers industrial (commercial) packaging — packaging used between businesses.

If you ship consumer parcels to Belgium, Fost Plus is typically the scheme you need. You declare the packaging you place on the Belgian market and pay contributions that fund collection and recycling.

Points to plan for

The Belgian schemes operate in Dutch, French and German, so international sellers should plan for the registration and reporting to be conducted in those languages. And because registers remain per Member State, a Belgian registration does not cover other countries — even though the PPWR rules are the same EU-wide. Each market you supply needs its own national registration.
