Are Czech Microenterprises Exempt From the EAA?
Accessibility (EAA)Often, yes — but it depends on your size. The European Accessibility Act (EAA), Directive (EU) 2019/882, exempts a microenterprise providing services from the service obligations, and e-commerce is a service. The Act, transposed into Czech national law and enforced by Czech authorities, has applied since 28 June 2025.
The two thresholds
To count as an exempt microenterprise for services, a business must meet both conditions:
- fewer than ten staff; and
- an annual turnover or balance sheet total not exceeding €2 million.
Both must be satisfied. A Czech shop under ten staff but above the €2 million figure would not qualify, and neither would one below the money threshold but with ten or more staff.
If you are not exempt
Where the exemption does not apply, your shop should meet the accessibility standard, which in practice is WCAG 2.1 AA — covering contrast of at least 4.5:1, keyboard navigation, labelled checkout forms and alt text on images.
A word of caution
Exemption removes the legal duty, not the benefit. Accessible shops reach more customers and are easier for everyone to use, so many exempt businesses choose to comply anyway.
